In view of the fact that the convict force working now in the vicinity of Bat Cave, North Carolina, will soon have completed their work there, and the additional fact that the small force alloted for the erection of that link of the Central Highway between Old Fort and Ridgcrest has been depleted, until the present available force numbers only about one dozen able-bodied men.
THEREFORE:
In order that the remainder of the most important unfinished link, of the public highway may be completed for the summer tourist travel, we, the citizens of Black Mountain township, the town of Black Mountain, and all her civic bodies, urgently request, and petition His Excelency, that you order removal of the Bat Cave force of convicts to the aforesaid link of the Central highway when their work at Bat Cave shall have been completed.
