Don't you think a legislature should make provision in our New Constitution for providing a Prison for the criminal insane like they have in New York. Our Legislature passed an act several years ago making provisions for one: but the Supreme Court said it was unconstitutional, so it is necessary to engraft it in the constitution. I have known murderers to go scot free on the plea of insanity and every body said such should not be the case. Hoping that such an institution will founded,
