My dear Governor,-
Accept my thanks for your very kind letter.1 I think that you are wiser than I thought I was in this matter and had you consented I would not have availed myself of it for fear of unfavorable criticism by the laity with resulting unfavorable legislation which might hamper the progress of medicine thoughout the whole country.
The only hope seems to be a repetition of the proof of the transmission of yellow fever by the mosquito: the medical profession must furnish the material for the experiment and it must be entirely voluntary.
In the meanwhile we are trying to demonstrate the correctness of the view by preventing the spread by killing bed bugs. Wherever a new case of the disease appears we immediately fumigate thoroughly and keep down the vermin carefully afterwards. We hope to prove that by this means the disease can be prevented from going through the whole household as it usually does.
