Sir,

I have had the Honor of your Excellency's Letters of the 15th and 19th of April acquainting me with the Acquisition of the Neutral Islands, upon which I sincerely Congratulate you. I shall take Care to prevent any provisions here from being sent out to Supply the Enemy; and have given the Necessary Instructions upon it to the Several Collectors; but as a Sloop was just cleared out with pork for Philadelphia which is to Sail this Day; and as I have certain Advice from Charles Town last Night (which brought me your Favor of the 2d of April along with Lord Egremont's Duplicate of the 7th of January Ordering me to proclaim war here against Spain which I shall do this day) that the French Squadron at Cape Francois is blocked up by Seven of our Ships of the Line of the 7th of May; and also an Account that Lord Albermarle and Admiral Pocock had passed Saint Christophers the 8th with 12 Ships of the Line and all the Transports and Cork Fleet with provisions; I thought as we have no port belonging to the Enemy to send provisions to; and that you might want provisions at New-York; that it would be of Service to allow this Sloop to go to Philadelphia where you can dispose of the provisions; and that you might also sooner receive this letter to acquaint you; that I Expect every day the 134 Recruits required from this province to come down to this port; there having been 100 Enlisted some days ago, and upon their March here and I hope the Officer to take them from Major Bailie who has enlisted them, and pay the Bounty Money will be soon here to receive them; as I hear a Ship is arrived in Charles Town to take the Recruits there; if he should not arrive Soon, some may probably desert after they arrive here. We have only One other Vessel loaded with pork designed for New York; and if I find our Forces are before Havanna, and you may want provisions, and that this Coast is clear, I probably may allow her to Sail to you[illegible].
