My dear Sir:-
Please write me the names of the cotton mills that are violating the law, and state all the particulars of their violating the labor laws and the child labor laws. I would ask you also to please give me the names of the parties that are responsible and of the children with whom these laws are violated. The state cannot proceed in a criminal action with the facts and definite information.
