Dear Governor,
Enclosed is letter from Smallwood and my reply.
I am not favorably impressed either by his letter or by his suggested memorial.
The newspaper wh. he sent1 shows approximately my idea; but on Mitchell the obelisk would need no base & of course wd be solely of stone & cement.
