I herewith attach copy of letter I have just written Mr. J. S. Mann, Supt., Raleigh, N.C., regarding the convicts for our public highways. We trust you will get in behind this, and make arrangements so that we will be able to secure a squad of men by the first of the year at least.

Kindly advise as to this, and anything you may do for us will be appreciated, and we feel that you can do something if you so desire.
