Milton Perkins, formerly Milton Cowen, was an African American man born in Pulaski County, Kentucky in about 1846. He served as soldier in Company G, 12th Heavy Artillery Regiment United States Colored Troops during the American Civil War. A resident of Quincy, Illinois by 1884, he worked as a laborer after the war. Perkins died December 16, 1899.
