John Dunn was born in New Bern (Craven County), North Carolina, on March 23, 1855. A lifelong resident of New Bern, he worked as a merchant of dry goods before working in insurance. In 1914, he signed a petition to request W. W. Lawrence be appointed as notary public. Dunn died in New Bern on November 17, 1925.
