Biographical Description
Walter Scott Winn was born in Winchester, Kentucky, on May 15, 1869. Winn was a career officer in the Army Corps of Engineers. He served as principal assistant to District Engineer Jarvis J. Bain at Nashville, Tennessee, up until September 15, 1917. Winn died in Guilford County, North Carolina, on May 31, 1941.
