Biographical Description
Charles Albert Dobbins was born in North Carolina on January 18, 1880. Dobbins was an accountant in Winston-Salem (Forsyth County). In the aftermath of the July 1916 flood, he served as a member of the Winston-Salem Relief Committee. Dobbins died in Winston-Salem on November 22, 1949.
