Charles Edward Brooks was born in Greene County, Tennessee, on March 21, 1871. Brooks was a banker who served as mayor of Hendersonville (Henderson County) and as the chairman of a local relief committee in the weeks and months after the July 1916 flood. He died in Florida on October 6, 1966.
