Charles Edward Hatcher was born in Goldsboro, North Carolina, on November 27, 1888. During World War I, Hatcher was an employee of the United States Postal Service until he was inducted into the army on April 27 ,1918. Hatcher served overseas with the Headquarters Company of the 366th Infantry Regiment from June 15, 1918 to February 28, 1919 and was honorably discharged from the service on March 19, 1919. After the war, he resumed his work with the postal service as a mail carrier. Hatcher died on January 11, 1946 at a veterans hospital in Roanoke, Virginia.
