There was today presented to me a bill for $250., approved by you and the other members of the Commission, with the exception of Mr. Honeycutt. The bill was made payable to him. There is no doubt whatever that this bill is all correct, but it is not in the proper form. The bill is for "$250. on expense of survey, etc." The statute, as you know, makes it necessary for me to approve the bill, and I cannot approve it until it be made out properly. The state's money ought to be handled with the greatest care, and every item should be shown. I suppose that a part of this bill is for the expenses of the Commission, and I would suggest that each member of the Commission make out his expense account, have it approved, and send to me; that the surveyor make out his account in the same way. I enclose you blanks for this purpose. It is a rule of the auditor's office that all bills must be receipted before the state issues its warrant on the treasurer. Mr. Faison, the young gentleman who brought this bill to the office, tells me that it goes to the Citizen's Bank at Burnsville. The blanks should be filled in by the members of the Commission, and by the surveyor and other employees as suggested and sent to bank. The bank can send to me or to the Commercial Bank in Raleigh, and I will have the warrant issued at once.

All warrants that the Auditor issues on the Treasurer are issued on accounts made out on the blanks that I have enclosed. I have made out one blank as I think that each one should be made out. I should have sent these blanks before. Pardon me for not doing it.
