Sir:
I have the honor to transmit herewith for your information and for such action as you may consider it proper to take in the matter, a copy of a note to this Department, dated November 16, 1913, from the Embassy of Russia, relative to an attack made upon three Russians subjects employed by the Dare Lumber Company near Buffalo City, North Carolina, on November 9th, by certain negroes employed by the same Company.
I shall be pleased to be informed by you of any action which you may take in the matter, in order that the Department may make suitable response to the Russian Ambassador.
