Dear Sir:-
In the matter of Lynching, Joe McNeely, Charlotte N.C. I should like to know if the state will offer a reward in any sum and if the state would indicate an amount that could be expended in payment for information obtained by special agent. I am doing what I can, but I think that about $500 should be devoted to special work in obtaining information I would like to talk this matter with you some day this week and if you will indicate what day I can see you in Raleigh I will try to see you.
