At a meeting of the Council of State held today it was ordered that you be directed to send to Madison County for work on their roads not exceeding fifty convicts on the same conditions under which the convicts are being worked on the Hickory Nut Gap roads.

These convicts may be withdrawn from Madison County at any time that the Prison authorities may deem such action in order to properly maintain your institution.

Mr. Guy V. Roberts, a member of the Highway Commission of Madison County, wired this department this morning that upon receipt of notice from you when the convicts could be sent he would at once proceed to the erection of proper stockades.
