My dear Governor:-
Farmers along the division line complain that their contract labor frequently leave them and go across the line and ask me if I will issue requisitions for them.
It is not my desire to ask you for extraditions for minor offences, but I feel that if labor along the border line can feel that they can violate their contracts with immunity, it will result in a very serious condition for the farmers.
I would be glad to have from you your views on this matter, and whether or not you would be apt to grant extraditions for violations of labor contracts. I have, since I have been in office, granted extraditions for this offence on requisitions for them coming to me from Georgia.
