Dear Sir:-
The State's Prison has an offer of $1.75 a day for all available convicts. This offer comes from a perfectly responsible company, and in view of it, it is my opinion that your company should pay this price for the convicts that you have working upon your road, to be paid in stock, according to the act of the legislature, the arrangement to begin April first.
