Gentlemen:-
Convicts will be put upon the roads in Madison in accordance with the statute as soon as they are available. We have already sent fifty convicts to the Hickory Nut Gap Road. This last road, in my opinion, is entitled to precedence over the Madison County road by reason of its greater importance, but I am anxious that the convicts also go upon the roads in Madison.
